Quebec Immigration Minister Catherine Gentilcore says she is “deeply shocked” by more than 100 alleged fraud cases uncovered by the province’s anti-corruption agency. The cases involve a former government employee accused of issuing false immigration documents to unqualified candidates.
Former Official Faces Serious Charges
Ex-immigration ministry bureaucrat Marilena Ida now faces charges of breach of trust and document forgery. Quebec’s anti-corruption commissioner launched the investigation that led to her arrest. Authorities allege that Ida, while serving as an interim co-ordinator, issued more than 100 fraudulent Quebec selection certificates to candidates who did not meet the required criteria.

The alleged fraud took place between August 2016 and February 2019. Ida is scheduled to appear in a Montreal courthouse on December 10.
What Quebec Selection Certificates Mean for Immigrants
A Quebec selection certificate is a key document in the immigration process. Applicants must first obtain one from the province before they can apply to the federal government for permanent residence in Quebec. Eligibility criteria include French language proficiency, educational background and work history.
Because these certificates serve as a gateway to permanent residency, fraudulent certificates could allow unqualified individuals to bypass the standard immigration process. The scale of the alleged scheme — more than 100 cases — has raised serious concerns about oversight within the ministry.
Minister Moves to Contain the Damage
In a news release issued over the weekend, Minister Gentilcore stated that “necessary measures have been put in place” to address the situation. She also stressed that the province is working to ensure the alleged fraud remains an isolated incident rather than a sign of wider systemic problems.
However, the scale of the alleged misconduct has drawn significant attention. Over 100 fraudulent certificates represent a substantial breach of the immigration system’s integrity. Officials have not yet detailed what specific corrective steps the ministry has taken.
The case now moves toward the courts, with Ida’s December 10 appearance in Montreal marking the next major step in the legal proceedings.
