UK Regulator Imposes Career-Ending Sanction

The Immigration Paralegal Forgery Case has ended with one of the strongest disciplinary actions available in the UK legal profession. The Solicitors Regulation Authority (SRA) barred immigration paralegal Nishaat Shamas Saeed from working in the solicitors’ profession without prior regulatory approval. The decision followed findings that she forged client signatures, submitted false documents, and deliberately misled both her employer and public authorities.

Saeed worked as a senior immigration paralegal at Elaahi & Co after completing her Legal Practice Course (LPC). She expected to begin a training contract in June 2025. However, the firm dismissed her on 24 February 2025 after discovering the misconduct. The SRA later concluded that her actions seriously harmed a client seeking an extension of leave to remain.

Forged Signatures and False Documents

According to the regulator, Saeed failed to send declaration forms to the client and the client’s sponsor for signature. Instead, she forged both signatures on four separate forms. She then submitted those documents to the UK Home Office.

Moreover, investigators found that she created a false English language certificate dated 20 January 2025. The client had never completed the required qualification. Saeed admitted that she produced the document because she had failed to advise the client about the certificate requirement. Consequently, she attempted to conceal her earlier mistake rather than correct it.

Attempts to Mislead the Law Firm

After the law firm launched an internal investigation, Saeed allegedly tried to strengthen her false account. She created a fabricated email that appeared to show she had sent the declaration forms to the client on 8 February 2025.

In addition, she altered screenshots from her work laptop to support that claim. However, investigators identified inconsistencies in the digital evidence. As a result, the SRA concluded that she intentionally attempted to mislead her employer during the investigation.

Admission Leads to Regulatory Action

When investigators confronted Saeed with the evidence, she admitted that she had acted dishonestly. Her admissions became a significant part of the disciplinary process.

The SRA stated that her misconduct had a serious impact on the client’s immigration application. Furthermore, the regulator emphasized that the client neither knew about nor participated in the dishonest conduct. Nevertheless, the client’s legal case suffered because of those actions.
