York Regional Police have arrested 23 people and laid 90 charges following a major drug bust that netted more than $7.5 million in illegal narcotics. The operation, known as Project North Star, began in February 2026 and targeted an organized group involved in producing, trafficking and exporting illicit cannabis across Ontario and beyond.
How the Investigation Unfolded
Investigators allege the group sourced illegal marijuana from multiple locations across Ontario. One key source was a large-scale illicit cannabis grow operation in London, Ontario. Police say the group produced cannabis entirely outside Ontario’s legal cannabis regulation framework.

After production, the group allegedly distributed the cannabis through underground markets. This included sales through an online illegal dispensary. Furthermore, investigators claim the group shipped cannabis across North America and into parts of Europe using commercial parcel delivery services.
Search Warrants and Seizures
Between July and September, police executed search warrants across several locations. Officers searched properties in Markham, Scarborough, Vaughan, Burlington, Milton, London and the rural village of Ailsa Craig.
As a result of those searches, police seized more than 1,550 pounds of cannabis, over 8.5 pounds of hashish and more than 4.4 pounds of cannabis derivatives, along with other contraband. Officers also shut down the London grow operation. Police estimate the cannabis seized at that location alone is worth approximately $4.8 million.
Suspect Still at Large
While most of those charged are now in custody, one suspect remains wanted. Zongyu Zhu, 26, of Markham, faces charges of conspiracy to commit an indictable offence and possession for the purpose of distributing. Police have released his photo and are asking the public for help locating him.
Anyone with information about Zhu’s whereabouts is urged to contact York Regional Police directly.
