Ontario permanent residence pathway opens for applicants

Ontario has opened its new permanent residence pathway to eligible foreign nationals seeking provincial nomination. The Ontario Immigrant Nominee Program (OINP) launched intake for the Ontario Workforce Priority Stream (OWPS) on August 4, 2026. The new stream forms the first phase of Ontario’s planned overhaul of its provincial immigration system.

Eligible candidates must first create an Expression of Interest (EOI) through Ontario’s e-Filing Portal. The province will then select candidates from the pool based on a points-based ranking system. The OINP published the scoring system on July 20, 2026.

Three pathways under the new Ontario stream

The Ontario Workforce Priority Stream offers three routes for eligible foreign nationals. One pathway targets higher-skilled workers with qualifying job offers. Another focuses on lower-skilled workers with eligible employment offers.

The third pathway targets self-employed physicians. Applicants must hold registration to practise medicine in Ontario. They must also qualify to bill the province’s public health insurance program, OHIP.

Candidates applying through either job-offer pathway must connect their EOI to an eligible employment offer. The employer must create that offer through the OINP Employer Portal.

Meanwhile, self-employed physicians follow a different process. They must first submit a webform to begin the OINP assessment process. That step allows them to proceed toward creating and registering an EOI.

How the application process works

Ontario launched the OWPS on June 26, 2026. However, candidates could not receive consideration before the online intake opened. The portal became available on August 4.

The OINP will periodically select candidates with active EOIs. Selected candidates will then receive invitations to submit complete provincial nomination applications.

An EOI remains valid for up to 12 months after submission. Candidates who receive no invitation during that period must register a new EOI.

Once the OINP issues an invitation, candidates have 17 calendar days to submit their applications. Job-offer candidates face another deadline as well.

Their employers must apply for employment-position approval within 14 calendar days. The employer must complete that step before the candidate submits the provincial application.

Work permits and Express Entry options

Successful job-offer candidates will receive a provincial support letter after receiving their nomination. They can use that letter to seek a work permit from the federal government.

High-skilled workers may also benefit from a faster permanent residence route. Self-employed physicians may qualify for the same option.

Both groups can potentially use Express Entry through Ontario’s Enhanced Provincial Nominee Program. This option could speed up federal processing for eligible provincial nominees.

Ontario replaces its previous immigration streams

Ontario ended all of its previous permanent residence pathways on May 30, 2026. The province did so before launching replacement programs.

The OWPS now represents the first new stream under Ontario’s immigration overhaul. The province plans to introduce three additional pathways during its second phase.

Those streams will target priority healthcare workers, entrepreneurs and exceptional talent. The exceptional talent pathway will focus on people with major achievements.

Eligible fields could include academia, innovation, science, technology and the arts.

However, Ontario has not yet released complete eligibility requirements for those three streams. The province also has not announced a launch date for the second phase.

Existing applications remain protected

The overhaul does not change how Ontario will assess applications already submitted. Foreign nationals who applied under the former OINP streams will retain the rules that applied when they submitted.

The Ontario Workforce Priority Stream therefore marks a major change in provincial immigration. It also gives eligible foreign nationals a new opportunity to pursue permanent residence.
