Puebla and Tlaxcala: Generally Safer States
Despite this week’s incident, both Puebla and Tlaxcala are not among the states with the highest homicide rates. From January to July, Puebla accounted for 3.4% of Mexico’s intentional homicides, while Tlaxcala registered only 0.5%.
The U.S. State Department currently issues a Level 2 travel advisory for both states. This advisory suggests travelers exercise increased caution but stops short of discouraging visits.
Geographic Challenges for Central Mexico
Authorities admit that Puebla and Tlaxcala face persistent problems because of their location. Their highways often serve as routes for cartels involved in drug trafficking, human smuggling, and fuel theft.
In 2022, Puebla authorities intercepted a truck carrying 116 undocumented migrants, highlighting the region’s role in broader criminal networks.
