The government announced the following decreases in the goals for admissions of permanent residents over the following three years in the Immigration Levels Plan, which was made public on October 24:
- 2025: 395,000, which is less than the 485,000 goal for 2024 and the 500,000 goal that was previously stated in the 2024–2026 Immigration Levels Plan.
- 2026: 380,000, a decrease from the 2024–2026 Immigration Levels Plan goal of 500,000.
- 365,000 in 2027.
The government is increasing the percentage devoted to economic immigration in comparison to family-based immigration even as it decreases immigration in general.
According to Miller, the minister of Immigration, Refugee, and Citizenship of Canada, these modifications were a “middle of the road” strategy, and “we have a controlled immigration plan that we can be proud of.”. The prime minister, Trudeau stated, “We’re focused on winning the next election,” implying that the modifications were made for political reasons.
