Regina city council held a lengthy and divided session after a motion calling for information and reporting on Bell’s AI Data Centre expansion sparked strong reactions from residents, experts, and company representatives.
Mayor Chad Bachynski stepped aside from the proceedings, citing concerns about a perceived conflict of interest. His recusal left councillors to navigate a complex and contentious debate without his participation.

The session drew multiple delegates who voiced a wide range of opinions on the proposed quadrupling of Bell’s AI Data Centre project and its potential impacts on Regina residents.
Council and Community Divided on Expansion
Councillors and residents appeared roughly split on the issue. However, the final authority over the project does not rest with the city. The Rural Municipality of Sherwood holds decision-making power over the expansion.
During the session, councillors also revealed a significant procedural concern. They disclosed that the city had not informed them of its decision to waive the right to a secondary concept plan review for the original Bell AI Data Centre project. Many councillors expressed frustration at being left out of that process.
In response, Ward 5 City Councillor Sarah Turnbull submitted a notice of motion. Her motion seeks to secure the council’s right to review the expansion before it moves forward.
Bell AI Fabric President Addresses Council
The President of Bell AI Fabric also appeared before council during the session. Their presence underscored the scale and significance of the proposed expansion. However, the discussions remained unresolved as the meeting continued.
At the time of publication, council had not yet decided whether to formally request a report from City Administration on the matter. The debate is expected to continue as stakeholders on both sides push for their preferred outcome.
The Bell AI Data Centre expansion has clearly become a flashpoint in Regina’s civic politics. Meanwhile, residents and officials alike are watching closely to see how the RM of Sherwood ultimately responds to the proposal.
