Italian Adm. Giuseppe Cavo Dragone, chair of NATO’s Military Committee, called the meeting unprecedented in his 49 years of service. Meanwhile, analysts suggest the gathering may symbolize a dramatic policy shift more than a practical exchange of views.
Michael O’Hanlon from Brookings warned the scale suggests theatrics rather than genuine dialogue. Similarly, Bryan Clark of the Hudson Institute said the administration may use the Pentagon generals meeting to signal a major defense pivot.

Hegseth has focused on border security, urban deployments, and counter-narcotics operations in the Caribbean. Clark believes the meeting will push leaders to align with a new defense strategy that prioritizes the Northern Hemisphere over Europe and Asia.
